Job Description: OverviewMSF Italy has identified migrant and refugee survivors of torture and other forms of intentional violence (SoT) among the most vulnerable and neglected people.For this reason, since 2020, MSF has developed in the Palermo metropolitan area a program specifically aimed at this target population through a multidisciplinary model of care (medical, psychological, and socio-legal support); until March 2023, the program has been implemented in collaboration with the Azienda Sanitaria Provinciale (ASP) of Palermo and the PROMISE department Forensic Medicine; the socio-legal assistance is strengthened through- the collaboration with the association CLEDU.From October 2023 two Memoranda of Understanding (MoU) have been signed with the Azienda Ospedaliera Universitaria Policlinico (AOUP) „Paolo Giaccone“ and the University of Palermo with the aim of strengthening the SoT program in both clinical and research components. The Project also aims to identify SoTs through outreach activities both in formal migrants/refugees‘ reception centers and informal settlements in the Palermo metropolitan area and beyond, to become a center of referral and provision of specific care for SoT. The main role of Medical Doctor would be to link with the Policlinic Migration Clinic for patient case management. This medical follow-up should be gradually transferred to the MDs of the Policlinic Migration Clinic as part of the integrated model of care.ResponsibilitiesThe Medical Doctor:
- Implements the strategy of identification and takes charge of SoT, with the support of Project Medical Referent (PMR) and Mental Health Activity Manager (MHAM), in collaboration with the National Health System (NHS) staff working in the clinic and other service providers
- Takes part of the multidisciplinary team carring out first assessement (FA) of cases and prise en charge of beneficiaries of the programme, as per the standards of the intervention
- Applies medical knowledge and skills to diagnose and prevention, carries out outpatient consultations, prescribes the necessary treatment respecting MSF/NHS protocols
- Refers and follows up patients in need of specialized treatments
- Keeps the patient and/or his/her family informed about the illness and provides appropriate explanations about the treatment to follow, checking they have understood. Coordinates with the medical team and update it on the medical status of the patient
- Follows up the evolution of the hospitalized/IDP patients in case of need, in collaboration with other doctors and informs their family about the patient’s evolution
- Ensures provision of medical certificate and sexual violence certificate, in coordination with AUOP and the Forensic Medical Department of the University of Palermo
- Is part of the multidisciplinary team to optimize the quality of care, taking part in the pathway of initial assessment, intake, up to outpatient discharge
- Checks and controls the rational distribution of medicines and equipment under his/her responsibility and takes care of the quality, disinfection and sterilization of the medical material. Assures general compliance with standing hygiene standards
- Knows and ensures that all MSF medical protocols are followed and implemented, checking that universal precautions are always followed, reducing bio-hazard risks and improving infection control. Ensure that professional confidentiality is respected
- Supports the new MDs’ induction plan for SoT in Polyclinic/public health system, supporting new MDs to follow MSF protocols
- Participates in the preparation of the monthly medical report and quarterly report
- Participates in multidisciplinary meetings and guiding the medical meetings in absence of PMR
- Participates in meetings with other hospital departments to build up a referral system
- Attends team supervision monthly meetings and case discussion/review
- Participates in Health Promotion (HP) activities
- Supports the PMR in the organization of training and updates the PMR on needs of NHS Staff, MSF Staff and Staff working in other organizations taking care of survivors of torture

QualificationsEducationEssential Medical Doctor diplomaDesirable Tropical Medicine diplomaExperience
- 2 years experience minimum as Medical Doctor or in clinical work (can be within medical training)
- Desirable experience in tropical medicine, or post-registration experience in Public Health, obs and gynae, infectious diseases, HIV/AIDS/STDs, TB, general practice or general medicine
- Desirable experience in migration contexts
- Desirable experience with MSF or other NGOs
- Desirable knowledge of Italian NHS system

Conditions
- Duty Station: Palermo, Policlinico and MSF Offices
- Contract: Fixed Term Contract (6 months), Full-time, level II of CCNL of Commerce
- Gross Annual Salary: Min €35.008,10 – Max €42.010 depending on the experience of the selected candidate
- The selected candidate will be entitled to a luncheon voucher worth €5,00 for each day worked for the entire period of his/her contract
- MSF will cover a round trip ticket at the beginning and at the end of the contract
